APPOINTMENTS TO THE ADMINISTRATIVE APPEALS TRIBUNAL
Attorney-General Mark Dreyfus QC today announced four appointments to the Administrative Appeals Tribunal. The Tribunal provides independent merits review of administrative decisions made by Australian Government ministers, agencies and other tribunals.
I congratulate all appointees and look forward to the contribution each will make to administrative justice in their new roles, Mr Dreyfus said.
Ms Katherine Bean and Mr Ian Molloy have been appointed as Deputy Presidents.
Mr Ronald Bartsch has been appointed as a Member with aviation expertise, and Mr Nicholas Gaudion has been appointed as a Member with accounting expertise. Ms Bean will be based in the South Australian Registry and Mr Molloy will be based in the Queensland Registry. Both Mr Bartsch and Mr Gaudion will be based in the NSW Registry.
The appointments were made in accordance with the Governments Merit and Transparency policy for statutory appointments, introduced in 2008.

Katherine Bean Katherine Bean has been a Senior Member of the Tribunal since 2009. Ms Bean was previously employed by the Australian Government Solicitor and was the General Counsel for Adelaide when she was first appointed to the Tribunal. Ms Bean has extensive administrative law experience and has practised in the Tribunal since 1996, including in the workers compensation, social security, immigration and veterans jurisdictions.
Ian Molloy
Ian Molloy is an Australian barrister who specialises in Papua New Guinea law. Over the last thirty years he has appeared in many PNG National and Supreme Court cases. He is regularly instructed by PNG, Australian and international law firms to advise on a wide range of PNG matters. Mr Molloy has given expert evidence on Papua New Guinea law in cases in Australia and elsewhere. He is regularly engaged for arbitrations and mediations of Papua New Guinea disputes. He also appears in the High Court and Court of Appeal of Solomon Islands.
Ronald Bartsch
Ronald Bartsch is currently the Managing Director of AvLaw Pty Ltd, an international aviation consultancy firm that provides specialist advice to the aviation sector on a range of operational, legal, regulatory and safety issues. Admitted to practice as a Barrister to the High Court of Australia in 1993, and as a lecturer in Aviation Law for over 25 years, he has some 7,000 hours flying experience on aircraft types ranging from Cessnas though to the Boeing 717-200. Mr Bartsch is currently a Director of Regional Express Holdings Ltd and a Director of Aviation Aerospace Australia, and has written a number of text books on aviation law.
Nick Gaudion Nick Gaudion has been the Director of Forensic Accounting at Cutcher & Neale since 2006. He has practiced as a chartered accountant for over 15 years. Mr Gaudion specialises in damage quantification and valuations for litigation and other dispute resolution forums. Mr Gaudion began his career with Deloitte Touche Tohmastu, Melbourne in 1991. He conducted audits of small to medium sized private and public companies for a number of years. After specialising in forensic accounting, he was seconded to Deloitte in Calgary, Canada for a period of 18 months to provide assistance with damage quantification claims in the manufacturing sector. Mr Gaudion has assisted in many areas of law including breach of contract, personal injury and family law.
